We have shown through explicit construction and extensive numerical experimentation that minimizing spectral complexity in Wheeler-DeWitt minisuperspace selects the same trajectories as Euclidean action minimization. The result holds across an ensemble of 20,000 paths and is robust to roughness confound control. Classical geodesics emerge as minimal-spectral-complexity paths in informational space. This closes a key loop in the program initiated in Paper VI: the wave-like nature of the microstructure is a direct consequence of spectral compression, and the classical limit follows from dominance of the best-compressed histories.
